Young Otto is growing up in a very shabby working-class environment in Oslo in the early 1960s. He likes playing soccer but never gets picked to play. Just before the summer holidays, he is watching one of his team's games from the sideline when a mysterious stranger in his early twenties goads him into flinging a rock at the referee. We might expect that any mysterious stranger under such circumstances would abruptly disappear from the boy's life, but it turns out not to be the case -- it rapidly becomes clear that the stranger Frank had targeted Otto for reasons which remain unclear to the boy (and us) for quite a while.
